1924 Industrial Conciliation Act provided for the registration of Trade Unions(TU) & Employer organisations ,Established Collective Bargaining frame work, Dispute Resolution framework :But excluding most black workers from Industrial Relations and qualifications

In 1948, Nationalists emerged from divisions and encouraged parallel bargaining structures for black workers. The TU that emerged then faced a period of intense repression.

Recommendations: Black workers' freedom of association, voluntary Collective Bargaining. Formation of the Industrial Court, which fashioned our modern dispensation
